The new pension rules

New pension rules

Your new pension

The Netherlands has new rules for pensions. These rules have been in place since 2023. All pension funds must follow these new rules. That is why your employer ING and the employee representatives have made agreements about a new pension plan. This new pension plan will start on 1 January 2028.

These agreements are written down in a 'transition plan'. We are currently working on setting up the new pension scheme. The agreements we have made for this new scheme are also written down in an 'implementation plan'. De Nederlandsche Bank checks whether our plan follows all the legal rules.

Seven most frequently asked questions

We understand that you may have many questions about the possible transition of ING CDC Pensioenfonds to the new pension system. We have listed the most frequently asked questions here.

When will I hear what My Pension payment will be?

In November 2027 you will receive a personal letter from us. This letter will include an estimate of your new pension after the transition on 1 January 2028. It is still an estimate, because the funding ratio of our fund on 31 December 2027 will ultimately determine how high your pension will be after the transition. That is why you will receive a letter with the final calculation of your new pension before the summer of 2028.

When will it be certain that ING CDC Pensioenfonds will move to the new pension plan?

It will be certain when De Nederlandsche Bank has approved our plan for introducing the new pension plan. We will submit that plan to them this autumn. We are working hard to introduce the new plan on 1 January 2028. A later date is not allowed by law.

It is now 2026. Why does it take until 2028 before we make the transition?

The introduction of the new pension rules must be done very carefully. A lot of time has gone into making agreements about what the new pension plan should look like. That is now clear — spring 2026. There is then another year and a half to set up the IT, administration, communication and organisation needed for the new pension plan.

Can I track my new pension pot?

Yes, you can. In My Pensioen you will be able to see how much pension capital you are building up after the transition.

How does the division of the fund's assets work?

If our funding ratio is 103% or higher, we will divide the assets above 100% according to fixed rules. The 100% will be used for the pensions themselves (2). We will make sure we keep an operational reserve (1) . We will also make sure that at the time of the transition there is a risk-sharing reserve (3) for retirees. There is also money for compensation (4) or the new way of paying contributions. If there is enough money, we will also make up for missed index-linked increases (5) from the past. Whatever assets remain after that will be divided among the individual pension pots (6) of all participants.

Who is eligible for compensation?

You must be employed by ING on 1 January 2028 to be eligible for compensation. Participants in the middle groups in particular experience some degree of disadvantage from the new pension premium. Due to the so-called 'flat premium', they may accrue less pension in the future. That is why there is compensation. The rules for compensation are set out in the transition plan drawn up by the employer and the trade unions.

Do I need to do anything about my new pension?

At the moment, you don't need to do anything yet. This year and next year, you will gradually receive more and increasingly concrete information about your new pension. In early 2028, you will also be able to make a number of choices regarding your new pension. We will inform you about this in good time.
