Q&A Risk Preference Survey
The Dutch pension system is set to change. The new system will take effect by way of a new law, the Future of Pensions Act. This law provides the framework that pension plans in the Netherlands will need to comply with as from 1 January 2027. The law has not yet been passed - it is currently being discussed in the Upper House of Parliament.
The ING CDC Pensioenfonds pension plan is set to change as well. The employer, the trade unions and the pension fund have started preparing for the implementation of the new pension system.
ING CDC Pensioenfonds is conducting a participants survey. The input from participants will help the pension fund align the pension plan as closely as possible with the wishes and preferences of its participants, former participants and pensioners. This website provides a list of Q&As regarding the survey.
Why are we conducting a participants survey?
The pension fund wants to align the pension plan (and its investment policy) as closely as possible with the wishes and preferences of its participants, former participants and pensioners. That's why an independent party is conducting a participants survey. The outcome of the survey will help the pension fund design the future pension plan. The more the pension fund knows about what participants consider important, the better it will be able to factor that into the new pension plan.
Who is taking part in the participants survey?
All participants, former participants and pensioners of the pension fund will receive an invitation to take part in the survey. These are:
- employees who are currently employed by ING and building up a pension in ING CDC Pensioenfonds;
- former employees who used to work for ING and whose pension is still in ING CDC Pensioenfonds;
- retired employees who used to work for ING and are now receiving pension benefits from ING CDC Pensioenfonds;
- current and former employees who are building up a contribution-free pension due to their occupational disability;
- surviving dependants who are receiving surviving dependants’ pension benefits.
Who is conducting the survey?
ING CDC Pensioenfonds wants the survey to be carried out with due care. Only then will it be possible to draw real conclusions from the results of the survey. That's why we have commissioned an independent party to conduct the survey on our behalf. After a thorough selection process, we chose research bureau Montae & Partners.
Will my answers be processed anonymously?
Montae & Partners will receive the information you enter in the survey. It will treat this information with strict confidentiality. Your personal details will not be passed on to third parties or used for commercial purposes.
Montae & Partners will combine your answers with those of other participants. The combined results will be presented in a report that will be shared with the pension fund. Individual answers will not be shared with ING CDC Pensioenfonds. The processing by Montae & Partners of the information you enter in the survey is subject to the privacy statement. A link to this privacy statement is included in the survey.
Why are they asking for personal information such as age and salary?
Montae & Partners can use these details for its analyses by making selections from the results based on age, or to estimate the length of time it will take before (groups of) participants start their retirement. These details are also used to generate questions and examples that match your situation when you complete the survey.
What are the main goals of the participants survey?
The survey has several goals:
- Finding out what risks our (groups of) participants are able and willing to take for their pension.
We call this the participants’ risk preferences. This will be compulsory under the new pension system.
- Finding out more about certain wishes and preferences of all the participants, which will be relevant when working out the details of the pension plan.
We will use these wishes and preferences as input for the design of the new pension plan.
- Communications
The transition to the new pension system and a new pension plan is a major step. It will have an impact on everyone building up a pension and all those who are already retired. We are on the eve of these changes. This participants survey is one of the first steps we are taking to inform participants about the transition to the new pension system. The pension fund hopes it will help the participants understand more about what is going to change.
Can I use this survey as personal pension advice?
The participants survey is not meant as personal pension advice. The survey is only meant to give the pension fund insight into the risk preferences, wishes and other preferences of its participants. However, the report you receive upon completion of the survey will give you insight into your own risk preferences.
When does the survey close?
The participants survey starts on 24 May. Participants will be able to complete the survey until 7 June.
When will the results be announced?
We expect to receive the main results in late June.
Why should I take part in the participants survey?
The social partners (the employer and the trade unions) make agreements for the pension plan, while the pension fund administers the pension plan. To ensure the pension plan is administered properly, multiple policies need to be in place; for example an investment policy. The pension fund wants to align these policies as closely as possible with the wishes and preferences of the participants.
The survey gives participants the opportunity to give direct input to the pension fund. The larger the number of people who complete the survey, the more the pension fund will know about the wishes of the (groups of) participants.
